After the reversal of the galactic titan Galaxara's decimation of almost all sentient humanoid life on Earth, the high-speed heroine Ariel Axilas a.k.a. Lightspeed has returned to her hometown of Cambridge, Massachusetts to continue her studies at the Massachusetts Institute of Technology, a worker at the Axilas Residence's auto repair business, and her secret career as the superheroine Lightspeed. Everything appears to be going smoothly until she is contacted by the Paragon James Markovsky a.k.a. Powerhouse, who requests her to investigate the operations of a drug cartel known as the Celestial Syndicate, who are allegedly stationed out of the capital of Santo Domingo in the Dominican Republic. 

James informs Ariel that the Syndicate is headed by both a corrupt man named Angelo Acosta.....and his wife Daniela Acosta, with their daughter being the illegal immigrant Isabella Acosta a.k.a. Sharpshooter, whom James himself has recently had a rather tragic adventure with. Since James is busy with his life back in Seattle, Washington, he has asked Ariel to look into things due to her super speed enabling her to cover very vast distances in very short amounts of time, as well as Ariel's position as a migrant and her familiarity with the situation; in other words, he figures she'd want to help out someone who was much like her. 

And so, to avenge Isabela and help James in finding a path forward for undocumented children, Ariel sets out on another solo adventure to thwart Angelo and Daniela's illegal drug trade, while also making strides towards breaking migrant stigma at the same time.
