Steve Rogers was the resistance's new hope to fight the Red Skull and end Hydra's tyrannical reign. Almost a century later after he failed and supposedly died, it seems that Hydra is still in power and things politically have barely changed. It's as if the world had given him a second chance to gather new allies and fight for a new revolution against the monarchy.
