Three centuries after a devastating war, the only known survivors of the human race live in a space colony joined together by spaceships far above Earth's surface. Chancellor Jaha governs it's dystopian legislative body. Resources are so scarce that all crimes, no matter how small, are punishable by ejection into space, unless the perpetrator is under eighteen years of age.

Rebekah Raine, a former medical student, was charged with the murder of five. Approaching her eighteenth Birthday, the Council takes a ruthless step to ensure their future - including sending one hundred prisoners to Earth to test wether it's habitable.

Earth is a mysterious place that can be magical one moment and lethal at the next.
