The First Quarter Quell

"The Quarter Quell," President Snow begins, "is to remind us of those who died in the rebellion and to welcome in the new generation. On this 25th anniversary, as a reminder to the rebels that their children were dying because of they're choice to initiate violence, every district is to hold an election and vote on the tributes to represent it. Volunteers will still be accepted on one condition: the volunteer must be younger than the selected Tribute. No exceptions. Every citizen is required to cast their vote before curfew tonight. They will be tallied and are to be announced tomorrow at the Reaping." He then looked right into the camera and said, "May the odds be ever in your favor."
