Among the streets of Moscow, Russia lurks a secret that could change the whole world-that does change the whole world; permanently. Russia's proud creation, their almighty war machines-Russian-made giant wolf-like creatures named "Volko" take over the earth after Russia failed to keep them properly contained. The small group of remaining people from around the world fled to a small area by Lake Erie in Pennsylvania, USA. Cascade, a large city with a strong military, was desired by everybody migrating. However, many Russians were denied access to Cascade if they couldn't somehow prove they did not have ties to the Russian government. By doing this, Cascade unknowingly created their biggest enemy. The denied Russians created their own nation-a city built on pure revenge and lust-Trance City. A new but skilled team of Cascade soldiers must fight against their enemy-and possibly fight against what they see as right. They quickly learn the harsh realities of their small but disordered world as they are met with secrets hidden by Trance City, and even secrets hidden by the people they trust most; all while keeping the Volko away from their beloved Cascade.

Built by FEMA in the 1950's, what scattered data exists suggests its a small facility, one or two levels. A quick job so that Stillwater can return to the arms of his young wife.
