With Steve Rogers rescued from Hydra, and Project Insight partially destroyed, Hydra is still a threat. The Winter Soldier and his organization in Madripoor, aided by Natasha Romanov, Sam Wilson and Brock Rumlow are fighting a war against Hydra in the shadows. Neither side can afford to bring the war out in the open,  but it is a war nonetheless, as Hydra fights against their own creation in small, brutal bouts. Steve's condition is seen as fragile, but he is needed in the fight whether he's ready for it or not. More of Hydra's atrocities are uncovered as the Winter Soldier and his people race to destroy their enemy before  are able to regroup and murder millions in their push for world domination. The events are only made possible by a decision made by Brock Rumlow to betray Hydra, changing the events we know from Captain America The Winter Soldier. What if....?All Rights Reserved

While they plan on how to get her to safety, they meet her outside in the streets. She's masked from the eyes down and she's ready to kill. After seeing and fighting her, Bucky remembers more about her than he thought there was to remember. He found that feelings sprouted inside the seemingly emotionless Winter Soldier, and maybe in the other soldier as well.
