Tired of living in the shadow of her parent's greatness, Lilli Mellark lives with her brother bored by the oppressive world of Panem. So when the new Government need  a group of courageous young men and Women to see what's past the Panem border, Lilli is only too happy to oblige. She finds herself in a busy Paris in a place called  'France' and she realises that the help Panem needed was not through the Hunger Games but the people who chose to stay outside the border...will she stay in Panem or will she stay in France? And what is it with her 'Adventure Partner' Theo?
