The council of the Underground are hopeless.  With the citizens of the wretched city being filthy, poor, sick, and hungry, the council turns to the Fatal Flaws for a solution.  Amidst the beginning of a war among the Flaws, two groups form with completely different ideas on how to save the Underground.
