The council of the Underground are hopeless. With the citizens of the wretched city being filthy, poor, sick, and hungry, the council turns to the Fatal Flaws for a solution. Amidst the beginning of a war among the Flaws, two groups form with completely different ideas on how to save the Underground. With some leaders who want nothing to do with the city and some who just want be the ruler of it, these four new recruits will struggle to find what is right, defending their homeland, or changing it forever.

Meanwhile, in the mountainous regions of District 2, Cato Hadley and Clove Kentwell have trained their whole lives for the Games. Nevertheless, their ambitions change when they, without meaning to, find themselves in the Games together. They are both determined to win. But if they don't, what will happen to them? The brainwashed tributes who land in New York City know nothing of who they are or where they are from. They do not remember Panem, or the Games, or even their own names. Evelyn Sheer and the researchers are trying to create a genetic modification that enables humans to photosynthesize. Once in the facility, Evita is tagged as a test subject and loses all say over what happens to her body. She has to escape. By the time she comes up with a plan there is only one problem.
