The Moon Goddess knew they were desperate. Listened to all prayers with a sunken sadness. She had grown weaker due to the wolven wars amongst her children. All wolves, no matter the rank, were constantly at each other's throats with the need for power. With no mates to continue the bloodlust, the wolves slowly became nye.

So, with the last of the goddess's powers, she gave her children a vision that temporarily halted the war for power.
