Arthur was born blind. 
It was as simple as that. His inability to see makes strangers feel bad for him, keeps him from pursuing a career as a writer, and it overall a pain in the ass. He doesn't see it as a handicap, and he certainly doesn't want anyone else to. After he moves to England with his mother and younger brother, Arthur has no choice but to accept that being blind is an inconvenience when it comes to moving into a new environment. 
Alfred was born deaf. 
Most people think it's his energy and over zealous nature is what contributes to his obnoxiously loud voice. People stare at him when he signs to his sister and ask him to repeat himself when he stutters over the words he says but can barely process. Deafness isn't a curse for him, it's a culture. 
When Alfred first comes out to his sister, he struggles to really find a boyfriend that understands him. But when Arthur comes into his life...
Well, he's found his light in the dark.
