Who is the villain...?

In the city of happy and joy and super heros theres one villain that no one knows the identity of not even their friends the villain is the most wanted villain in the whole country but is the villain really that bad..? i mean yea they've commited a lot of arson and murder which is not good buuuuuuuuut they have good morality and only do that to people who deserve it not innocent people but the heros still see them as a threat but not many people do as the villain looks rather... silly? is that the rightg word for a murduer but i mean they have RACCOON features they look more cute then anything else but... oh well it is what it is
