All this comes down to one Sawada Tsunayoshi, at such young age of 18, he has to do paperwork 10 times that of the normal. Also with his help from his destructive guardians, he has to stay in is office ALL day, signing papers. And one day, when he finally had it, he decided that he will skip paperwork.
