Krad was seen as a curse to the Hikari's. So after Kokuyoku got destroyed, he decided to move out of Azumano and decided that the best thing to do would be to start a politician career.
(Althouth the story takes place after the anime, feel free to read even if you didn't watch it. I honestly advertize watching the anime after reading, since it will change your perspective on things :))
