The purpose of the Duolingo English Test scores is to be interpreted as reflecting test-taker English language ability and to be used in a variety of settings, including for post-secondary admissions decision. Von Ahn was born in the Central American country of Guatemala. He witnessed the high cost of learning English in his neighborhood. Severin Hacker (born in Zug, Switzerland) and von Ahn claimed that "free education would really change the world" and decided to provide people with an outlet to do so.

The project was initially funded by a MacArthur Fellowship and a National Science Foundation grant awarded to Luis von Ahn.

Duolingo became available to the general public on June 19, 2012.
