Public outrage due to a major scandal in the New York Police Department breaks out , after a New York Times reporter does a muckraking expose on crooked cops known as the 'Bull Brotherhood' who are involved in everything from extortion, drug peddling, and providing an infamous service known as 'Blue Insurance' for which rich people can subscribe to, for a monthly fee and they and their families can get a get-outta-jail free card, if ever they are in trouble with the law: Evidence will be made to disappear, witnesses intimidated, alibi's provided for, etc.
The Mayor of New York City, William "Bill" McGinnis, in a calculating move to douse the growing DEFUND THE POLICE movement in his city, decides to hire a 15 year old boy genius named Edward Mortimer to become a detective in the NYPD's homicide division, hoping that the public will be enchanted by the adorable looking young wizz, who he hopes will restore the good name of cops around the city once more.
But the appointment of the kid cop does not go down well with the rank and file and Mortimer finds an extremely cold reception from his adult colleagues when he reports in for duty. His new partner, Sarah Hamilton, is even less pleased to see him, she has basically being strong armed into working with him and resents him for it.
