But how does this come to be?

Well it came down to his decision when The Legendary Devil Hunter defeated The Prince of Darkness, The Demon King Mundus.

Dante's choice to yield that power, The Power of Sparda, that decision made Hestia, The Goddess of The Hearth, grant Dante a chance to give twins a life he and his little brother were denied from having.

These children, a son and a daughter. Lux and Legera Redgrave, The Twin Children of Hestia and Dante.
