Seeing that Vampires could not survive on animal blood most of the time, and wearwolves need human flesh, they offered monthly blood and flesh donations considering the small life cycle of humans, the bodies of the humans who freshly died was not big of a loss

The alliance was formed between the royals that's when the concept of mates arose, originated from wearwolves. Now even human babies have mate marks on their body.
