It is the middle of the 23rd century and a lot has changed since the previous, calamitous decades.
The world has gone through an unprecedented period of peace thanks in part to the consolidation of governments and the implementation of what many experts call the "Hero System". This system seeks to take young aspiring "heroes" and turn them into symbols of public morals and justice.
For now, this system appears to be functioning just fine, as seen with the tiny island nation of Japan. Crime is at an all-time low, and the Hero Commission is making bank on top of this once-in-a-lifetime peace.
Nothing can go wrong, right?
