If they decline then they are only met to use their power in the one and only hero school. Where those born with powers  are taught how to use their powers, how to make plans in different situations and overall how to be a hero people look up to.

The High School of Selected Vindicators houses students that are above all others in their abilities and share the same wish, to become a superhero in their own way. This prestigious high school has had lawyers, politicians, police officers, as well as the world's number one superhero, Halen, pass through its gates. Every year, a new group of ten freshmen hoping to become a superhero begin their journey here. These students must be at the top of their class and pass a rigorous physical and written exam. Once they become a Vindicator, these students go through four years of training and learning to use their ability at their highest power. There is, however, an underground world of others like her, a criminal empire working toward something she had been trying to stop. But with no knowledge of what the villainous plan was, who these criminals were, or how to properly use her powers, things seem grim. She knows she is the only one who can stop them, and the only backup she has is a man who claims to have been her friend from before the accident.
