Anton and his brother Reggie were fans of bleach and loved the Quincies so much, that both of them wished that they were Quincies themselves. Their wish came true through isekai shenanigans (thank you train-sama) and a visit with the soul king himself, who turned out to be real.

He gave both of them the powers, weapons and tools of a Quincy, complete with schrifts and Vollstandigs. Then he transports them both to the world of Highschool DXD, where they start brand new lives as Quincies.
