When Gotham's organized crime extends its tentacles to Belle City, turning the small town into a front for a drug trafficking scheme, Bruce Wayne decides to investigate. Disguised as a businessman, he uncovers a network of corruption involving the mafia and the disappearance of local youths. During his stay, he decides to visit an orphanage funded by the Wayne Foundation. There, he meets Anita, a 8-year-old orphan with a suspicious personality, but who is deeply determined to find her missing friends. As Batman fights against the power of the mafia families, Anita discovers that there is much more to this story... much more than she would like.
As Bruce gets deeper into his investigation, Anita discovers the dark side of Belle City.
