Victoria is not blind but she hid her eyes behind those black sunglasses. She has to pretend to be sightless so she wont be treated like a monster. 

Because she was born with the unknown eyes which has some unknown power. Her eyes will be gold in colour normally. But it will turned into different colour when she's having different emotion.

For the sake of living normally, the only choice is to act blind. 

But Victoria's eyes are not that simple... and everything will be revealed when she turned eighteen.
