The government spilt everyone into Sections, numbering each and selecting a theme as they did. From Section 16- The rich of the rich- to 23- the poor and sick, or 12 for just inhuman being and so on... They covered ground. Sure, it wasn't perfect, but having each section looked over by government officials seemed to work perfectly fine. In the government's eyes.

When Bdubs had to move from Section 4 (Mostly working class) to 23, he figured it would just be a change to work his way back up to a reasonable salary. Little did he know how impossible it was, once you ended up in 23.

When a less then fortunate situation leads to him protecting someone he thought he hated, he starts learning more about the situation the Section Masters where really facing...
