Issei Hyoudou, had lost everyone he cared about, during the Evil Dragon War, and then the Factions throw him away with his purpose done and him being nothing more than a tool for their agenda and purposes. He was tortured for days for crimes he didn't commit and was thrown into Tartarus. 

There, he had an encounter with Zamasu, also known as Goku Black, who offered him the power to become a Saiyan, a race of beings that are known to destroy planets effortlessly, he accepted his deal and while initially he didn't desire vengeance. Black convinced him to change his personality convincing him that they don't care or love him. He makes a deal with Black with Issei desiring to wipe them all out.
