Israel Goodman, a young man born from the City Z who was born with a ugly appearance due to fate, but one Day some people were racing but had an accident which resulted in the boy near death. however after being in he hospital for 3 years Many things happened during those years since he been in the hospital, One was that because of a skilled doctor they was able to fix up his body to peak condition, another was that he was able to also awaken supernatural abilities but! that was not all for Israel..... he was the second(yes second because of Saitama) who was able to quota on quote removed their limiters, but the case isn't the same with Israel, as you see instead of having the same thing Saitama did. for Israel it was a Species change and more broken abilities then His Own world altogether
