Clay made a promise to Tsunami a long time ago that he would always be her best friend no matter what. But it is hard to keep a promise like that when Tsunami has been constantly sending dragons to be executed. As time goes on Tsunami becomes worse and worse, to the point to where Clay can no longer ignore it and pretend everything's fine. But how can he stop Tsunami and be her friend at the same time? Would he have to choose one or the other? Turtle was always just a nobody in the sea. Then out of of blue Turtle loses his mother and father in one day, and his new sister, Tsunami, who seems to have popped out of nowhere, becomes the queen of the SeaWings.
