Kamen Rider Outsiders: Unity Academy vs Accord Federation

In a world where 80% of the population has superpowers, there are two groups who fight each other for years. One is a group of true heroes who have been saving innocent people from several threats, and the other is a group of fake heroes who just care about fame, money, destruction, etc. Fearing that the fight will become a war that can destroy the world, a group known as "Red Alert Foundation" started a new "Project: Outsiders", recruiting some Kamen Riders who can stop the fight from escalating further.
