Stories from the City of Vesper

A city that is named after an evil man who started a deadly nuclear war. The Vespers are an exceptionally wealthy family who owns their own little paradise in the middle of the ocean, a city ran by its own rules under its own ordinances. What draws people to this seafaring metropolis? The technology, the promise of a better future, a free university with the resources to even rival the Ivy Leagues, trade that touches every part of the world, a market without limit, and most importantly, absolute freedom from any governing body or restrictions of any kind. This, of course, does not stop public offices from forming to keep the peace: the police of Vesper City have tons of work to do, day and night. Heroes and villains alike operate in the city, one side hoping to keep it safe from the other side which wishes to wreak havoc and calamity on all the poor souls who live there.
