The Unspeakables were only the tip of the iceberg. If the British Ministry has a secret department, everyone has one. The ICW just keeps there's a little bit more under wraps. They were peace keepers after all. Shadows that leark in the night, watching everything and knowing even more. They want the best, the strongest, and who better then a child that didn't die when he should have.

Harry knows it's not right, but they were feeding him, teaching him. Who's to tell him it was bad to become the Nightmare of others.
