La historia de 19 Rojo, narra la vida de Dorothea, de apenas dieciséis años, Dorothea decide unirse al proyecto de la carpeta roja, impulsados por el gobierno, se inicia un adiestramiento a estudiantes, estudiantes modelos, difíciles de romper, una alta capacidad física e intelectual, reciben todo. Techo y alimento, un arma y la autorización de absolutamente todo el gobierno para llevar a cabo el trabajo de purgar las escuelas del país de drogas, armas, abusos de todo tipo por parte de los maestros o los alumnos usando cualquier metodo que sea necesario.
Una chica que desde el principio sufrió por abusos contantes entra al programa y escala alto, sabiendo que podrá vengarse de todos los que la pisotearon en algún momento, sin importar lo que ella tenga que hacer para lograrlo
