Future Perfect Cell was defeated by the Z Fighters, as well as Present Cell. But there was a second Cell on standby. Dr Gero created him with the cells of the strongest warriors but focused heavily on Goku and his friends. This unknowingly created a fighter pure of heart, waiting to be awakened. once this New Cell had awoken, he didn't follow Gero's programing. Instead, he had other things in mind.
