Every 5 year's 20 family units are chosen for the culling, a government orchestrated measure to keep the population down. Malcamus' family is chosen, but they escape and go on the run. One day after he witnesses a confrontation between the Guards and a resistance group he joins the rebellion, where he plays a much larger role in the revolution than he initially thought.
