Caitlyn Kiramman is a Capitol darling, daughter of head game maker Cassandra. But when she refuses Snow's proposal, he makes sure her family is ruined, and her mother stands on trial for treason against the Capitol.

Caitlyn begs President Snow for an alternative, and in his great wisdom, finds Caitlyn a wrinkle. The Capitol, in its generosity, presents the first Quarter Quell. To honour the 25th year, the Games shall house 25 tributes. The usual 24, plus one Capitol 'enemy' with the chance to redeem themselves and their family.

Snow makes very clear the fate for Cassandra if Caitlyn does not volunteer for this role. So the 25th tribute is born.

Violet Stillwater is in her final year of reaping when her little sister, Powder, is pulled from the names. She volunteers on her sister's behalf, naturally. Violet is a hand-to-hand combat kind of girl, but can handle an axe decently.
