The Earth Kingdom is on the cusp of change. King Wu has stepped down, and the first democratic elections are on the horizon, bringing hope for a new era of peace and equality. As Korra, Mako, Asami, Bolin and new friends travel to Gaoling to protect the election, they soon discover that peace can be fragile, and that the past can be a heavy burden. With a new enemy that understands them, they are thrust into a battle that threatens to reignite old wars. But can they navigate the chaos and show the Earth Kingdom the way to a more promising future?
