They may not have interacted in years but her foster license is still active. It's not that Taylor forgot about it but she assumed that they'd know she probably wouldn't be able to take a child in now due to her fame.

But Taylor picks up the phone, she's astonished when she finds out who the call is from. She's beyond surprised.
