The ULTIMATE Exchange Program

Ever since the dawn of Quirks, the Quirkless minority felt scared of their changing world, oppressed, and eventually prejudiced against. The term "Ultimate", is a title given to only the most skilled teens and adults, people with such supernatural ability- no talent that it rivals a Quirk.
It was invented for the one purpose of creating a more equal society, since the title "Ultimate" is only granted to Quirkless individuals.

Heroes and citizens alike, need to learn, Quirkless does not mean "useless" "weaker than" or "helpless".
It's just biology and they can break past that with their own unique qualities and talents.
Izuku Midoriya, just so happens to be the Ultimate Quirk Analyst.
