The rebellion never happened, and the games have carried on until the 100th games, the 4th Quarter Quell. This year, the tributes are doubled, and can be from the ages of 10 +, as it is a Quarter Quell. This means that there will be children mixing with adults. When fourteen year old Lily Watercrest is sent in with her twin brother Ember, she thinks that they have no chance at all. But what she doesn't know is that someone on the outside is working hard to keep her and her friends alive.....
