He decided to use this precious copying opportunity on Toneri Ōtsutsuki, who had supposedly come to Earth with his father to secretly observe Hinata. In this world, where the entire narrative essentially revolves around Ōtsutsuki family conflicts and bloodline reigns supreme, no 'cheat' or external power-up could be more powerful than a pure Ōtsutsuki bloodline.
