Well... this may sound stupid, but... With the intensity of the Siren War, the need for dedicated repair ships slowly became a necessity. Unfortunately, due to the rather egocentric and superior complex attitude, the researchers and scientists vehemently refused the Admiralty's request to even have plans for a repair ship Kansen, let alone a ship able to extinguish fires.
