After the Attack on the Training Camp Toga shares her true pains with Ochaco and how she doesn't want to be bad and just wants to be understood, which makes her stand down as a villain and go through UA's rehabilitation process so she can to become a hero and be freed of the sins of villainy that she has committed.

Ochaco stands by her side the whole time helping her through her pains and hardships and supports her want to be better and become a hero. They know the journey will be hard but they still stick by through thick and thin.
