After losing his pardon and his freedom, Bucky becomes a man at odds with the US government.
To avoid arrest, he is presented with a desperate choice: Zemo, who is now a free man and has been helping rebuild the tattered glory of his own country, now reborn from the ashes as the nation of New Sokovia, offers him a solution through Marriage.
Bucky's only option remaining is to become Zemo's husband, and it seems like making the best of a bad situation.
