His nightmares had abandoned him and were turned into daydreams by the Sandman himself. Pitch barely had enough energy to create a small nightmare before it would dissappear. Everyone thought he was gone for good, everyone ALWAYS thinks they've truly gotten rid of fear. So when Pitch felt a huge spike of fear and darkness, he followed it to the source.
