Oh did I forget to tell you? They're the Reapers. Two international criminals wanted by everyone. I mean their even on HYDRA's bad side, worse than S.H.I.E.L.D. 
There's a problem though. Fury has assigned the Avengers to capture them and bring them in. 

And Loki's decided to show up to try to take over the world again....Go figure.
