After Dazai left the Port Mafia he was living by the sea and stealing for a living not knowing how long he would need to live like this. He felt like he was out of his mind living in the cold shipping container. Meanwhile Mori sent out for Dazai's capture when he found out that he left. So he is being hunted down by the Port Mafia which meant it was hard to stay hidden and out of sight.
