He has it fooled around in his head that he is doing it to bring the friend group back together because after Tom shot Tord out of the sky, Edd blamed Tom for Tords death and left Tom behind. But really, Tom missed Tord, he comes to learn he loves him. 
Tom goes into disguise, joining Tords army and gets close to Tord, trying to learn the new Tord and figure out how to help before telling Tord the truth.
