As a police officer, she'd come into contact with her fair share of monsters, but these ones were always of the human variety. However, the mark is black, and you only get your mark when you turn 14. When the moment happens, the mark begins to glow and from then on is their hair color. However the soulmate thing won't pop up in the story for a while because people tend to ignore it. It is a thing you only talk about with people close to you.
