Harper is a legitimized bastard of the king of Tharenell, primed to be the next spymaster, taking over after her Uncle Henry. But before what may be their biggest operation yet the spy they plan to plant into the enemy empire is fatally wounded. With nobody else having the knowledge of the ciphers created for the operation Harper's Uncle offers her as a replacement bride to the Emperor of Fareithyn to salvage all the work they've done.
