Only time will tell

Meet Riley Williams, 17 year old girl. Riley is abused by her parents, and one day it just clicks. Her powers are activated, and she accidentally stops time in the entirety of her town. Riley flees the town, unable to fix the problem and runs into the winter soldier.
Someone familiar will appear, which will effectively mess up her head even more!
Although life starts to make a little more sense when she meets a fast dude with weird looking hair, known as Pietro Maximoff.
