People still remember the first days that these so-called visions appeared, granting people with hydro, pyro, cryo, geo, dendro and electro abilities. At first people were frightened and chaos spread among fear. And consequently in an astounding 2 days the government was able to agree on 2 key laws about vision holders.
1) They must be registered into the government system upon 48 hours of receiving a vision.
2) They must acquire a government mandated license to use these so-called abilities.
And so Hope's Peak a middle school was built to help and improve vision holders hold on to their elemental abilities and help with attaining a license.
