Double Black is put into a villain reformation program at UA as its first unwilling participants. (Though they have more control than UA thinks.)

Reputations lead to rumours, and rumours have a tendency to run free. So when rumours of the infamous Double Black reach the Pro Heroes, the organization of the shadows is in the eyes of the light.
So now the Pros Focus is on the big bad mafia. But if they were to focus on reforming Double Black, then the situation would be put in Double Black's control.
And it would be disgusting to not save these orphans? Who had no guide in the world, who were forced and manipulated by evil men to be heartless killers by a brutal, unforgiving world?
I mean- have I mentioned they don't have parents?

This shocked the family and they were willing to hear him out and see his change. Touya Todoroki aka Dabi is an undercover hero for the hero commission in this AU. The family is aware of him being an underground hero. Dabi did it as a form of protest against his father since he wanted him to go into the spotlight but refused and went underground heroics. The family doesn't know his undercover look or name but he does return home often when he can. (He does not have the scars permanently. They are due to a quirk that changes his looks.)
